Implementation details of Article 3 of Law 5170/2025
Starting 1 October 2025, Article 3 of Law 5170/2025 (Government Gazette A’ 6) comes into effect.
From this date, specific requirements will apply to properties offered for short-term rental, as defined in Articles 3 and 34 of the law. These rules apply to properties already registered, as well as those newly registered, in the Short-Term Rental Property Registry maintained by the Independent Authority for Public Revenue, and which have a valid Property Registry Number (AMA).
Properties must comply with the following:
a) Be classified as main-use spaces (per Art. 2 par. 95 of Law 4067/2012) and have natural lighting, ventilation, and air conditioning.
b) Have civil liability insurance covering damage or accidents.
c) Have a licensed electrician’s declaration, fire extinguishers, smoke detectors, residual-current devices (RCD) or anti-shock devices, and emergency exit signage.
d) Have a valid rodent and pest control certificate, a first aid kit, and an emergency contact guide.
A. Main-Use Spaces – Lighting – Ventilation – Air Conditioning
- Main-use spaces include bedrooms, living rooms, kitchens, and offices, with a minimum ceiling height of 2.50 m.
- Auxiliary spaces (corridors, staircases, bathrooms, storage, etc.) do not qualify.
- Legality must be proven by a building permit or relevant legalization documents.
- Bedrooms must have:
- Natural lighting through windows/skylights ≥10% of floor area.
- Natural ventilation through openings ≥5% of floor area.
- Openings facing public/common areas, uncovered spaces, or semi-outdoor areas.
- Air conditioning (heating/cooling) is required in bedrooms, either split units or portable units. Exemption: properties at altitude ≥600m.
B. Civil Liability Insurance
- Each property must have valid liability insurance with a legally licensed insurance company in Greece.
- A registry of licensed insurers is available on the Bank of Greece website.
C. Electrician’s Declaration – Fire Protection – Emergency Signage
- Each short-term rental property must hold a valid Electrician’s Installation Declaration (YDE), confirming the presence of a residual current device (RCD) or anti-shock relay. Further information is available at: YDE and accompanying forms | DEDDIE.
- Regarding fire extinguishers, the requirement is for one (1) portable fire extinguisher, of either dry powder or water-based, with a capacity of at least six (6) kilograms, for every 100 m² of gross surface area, in accordance with par. 2.5.1. of Article 2, Chapter B of Presidential Decree 41/2018 “Fire Protection Regulation for Buildings” (Government Gazette A’ 80), as applied to temporary accommodation. The extinguisher must have a fire-extinguishing capacity of at least 21A-113B-C.
- Each property must also be equipped with autonomous smoke detectors, installed on the ceiling. These must cover at least the surface area of the bedrooms and the kitchen.
- Finally, each short-term rental property must have emergency lighting installed at all exits, as well as exit signage.
D. Pest Control Certificate – First Aid Kit – Emergency Numbers
- Properties must hold a valid rodent and pest control certificate from licensed companies.
- The First Aid Kit must be clearly labeled in Greek & English: “ΠΡΩΤΕΣ ΒΟΗΘΕΙΕΣ / FIRST AID KIT” and include at least:
